Company Summary:

 

The Somtel Human Resource Department is responsible for all Somaliland Human Resources Functions including People Planning, Cultural Change, Performance Reward, and Organizational Capacity Enhancement.  The HR assures that the Somtel Policies and Procedures are adhered in such a way that it does not contrast with the local, national, and international labor laws. The department provides the required report and support to the Management and the other department in the organization.  

 

 

General Position Summary:

 

Working under the HR manager, the employee performance officer will work on this by developing, executing & communicating appraisals. Identify staff promotions development and training needs. Track career development plans. Support HR Director on function related activities and decisions collaborating across internal depts as approved, report the performance to the HR director.

 

Essential Job Functions:

  • Define profile / skill set matrix for human capital
  • Review and manage performance management program and tools
  • Design and manage appraisals & employee feedback process
  • Consolidate and document performance appraisal results
  • Track employee training & development
  • Design and manage employee engagement / satisfaction survey
  • Develop employee engagement / satisfaction measurement
  • Develop and manage performance appraisal process and consolidate results
  • Develop roadmap for performance management, and employee retention initiatives
  • Ensure timely and accurate completion of the appraisal process
  • Communicate appraisal process internally
  • Identify staff promotions development and training needs according to appraisal
  • Track career development plans, and related KPIs
  • Knowledge on OKR, BSC, ROPE are Advantage
  • Develop employee recognition and reward guidelines
  • Earmark potential candidates for transfers and promotions
  • Provide input on staff promotion into key positions
  • Manage promotion process
  • Design and manage training program and post evaluation
  • Build himself/herself both professionally and personally in such a manner as to bring credit to Somtel and to not jeopardize its humanitarian mission.
  • Other duties as assigned.

Reports Directly To: HR Director.

Somtel Team, Other section of Somtel

 

Knowledge and Experience:

  • 4-year degree (e.g. Human Resources, Personnel Management, Industrial Psychology, Business Management, etc.) - essential
  • A post-graduate qualification will be advantageous
  • 2 years' applicable experience as a Employee Performance function generalist, as well as proven experience in the management of a Human Resources section/division – essential
  • Proved record on Performance monitoring, review, and rating, Delegation, Coaching and mentoring.
  • Goal setting and management.
  • Empowerment and motivation.
  • Reward management.
  • Assertiveness and decision making.
  • Foundational knowledge and /or experience in Change management, people organization plans
  • Excellent Analytical skills
  • Advanced computer skills in MS Office programs, particularly Excel
  • Prior management experience and strong organizational skills
  • Excellent oral and written English skills

 

Environmental Conditions

This position is based in Hargeisa, Somaliland and is unaccompanied. Somtel team members represent the company and Dahabshiil Group both during and outside of work hours when deployed in a field posting or on a visit to a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and company’s policies, procedures, and values always and in all in-country venues.
