Somtel Company of Somtel company of one of the companies under Dahabshiil Group, Dahabshiil Group, the fastest growing business group with interests in financial services, banking, telecommunications, real estate, and energy & power sectors among others. plans to recruit Finance Control and Reporting Manager- Somtel Somaliland, who will oversee Somtel control and financial reporting in Somaliland.

General Position Summary:

Define financial control policies and procedures and ensure implementation and compliance. Initiate and lead cost optimization efforts and initiatives and track cost savings. Establish revenue assurance and fraud management policies and work closely with divisions to minimize risk exposure. Support CFO on function related activities and decisions collaborating across internal functions/ depts.

Essential Job Functions:

• Develop and maintain financial control and reporting policies and procedures
• Ensure compliance of all policies
• Liaise with Internal Audit
• Develop cost optimization standards; plan and conduct cost saving initiatives
• Develop and manage revenue assurance practices & procedures; repair revenue leakage
• Detect and act upon fraud and initiate preventive measures
• Manage collections processes and operations
• Perform permanent disconnection of customers
• Carry out periodic financial closing
• Consolidate financial information and prepare financial statements
• Ensure compliance to reporting standards
• Liaise with auditing function, external auditors, government auditors and regulatory authorities
• Establish contacts for investors & analysts, report relevant data & address data requests
• Lead the development of an effective Finance function by managing financial performance and adhering to documented policies, procedures and processes and KPIs

Minimum Experience & Essential Knowledge

• Experience in leading the financial management of an organization, preferably a Telco or in a financial auditing company
• Thorough understanding of cost optimization methodologies, cost accounting, financial control and audit, and fraud detection and revenue assurance policies and procedures
• Strong knowledge of financial standards and financial management techniques and the ability to give advice on their application during execution

Minimum Entry Qualifications

• 10 years’ experience in Finance with a minimum 6 years related to the duties and responsibilities specified
• Experience in telecommunication sector is essential
• Bachelor's degree in Finance or similar qualification from a reputable university, MBA / Master’s degree preferable
• Professional Finance certification (CIMA, CA, CPA) recommended
• Proficient and fluent in spoken and written Somali & English Language

Environmental Conditions

This position is based in Hargeisa, Somaliland and is unaccompanied. Somtel team members represent the company and Dahabshiil Group both during and outside of work hours when deployed in a field posting or on a visit to a field posting.
